The Nobel Committee surprised many when it awarded this year's Peace Prize to the European Union. It said the EU had helped to transform most of Europe from a continent of war to a continent of peace. But the award comes at a time when, in the words of the German Chancellor Angela Merkel, the continent may be facing 'its most difficult hours since World War II'.
